The current GA process

A description with pictures of the current hand signals used by the Occupied Ottawa GA can be found here: http://www.facebook.com/groups/Occupy.Ottawa/doc/175948379168346

Our process is quite flexible, and at times informal as no set of rules can replace good faith, nor can a set of reasonable size be prepared to handle all possible circumstances.  First we start with committee announcements, then we move to committee proposals,  personal announcements, and finally personal proposals.  We occasionally have special GAs with breakout groups, or use other methods that the Facilitation WG has developed, as the situation requires.

The GA functions by passing proposals through a modified consensus process.   To pass something, 90% approval must be signaled, and 9/10ths or more of all blocks must be addressed.

Here is a very good video about how the GA in NYC works:  http://vimeo.com/30513599 .   This one is very similar.

Quorum is decided in the judgement of the GA at the time by weighing the importance of additional input or viewpoints and the urgency of a proposal.  Personal proposals should be aired once at a GA and then processed at the following GA.  However we do not constrain ourselves unduly with rules and can pass process proposals on the spot to change whatever the people of the current assembly want.   This is ultimately about working together effectively and respecting each other, and those not present.
